Cl@ve PIN Spain: Register, Use + When You Need the Full Digital Certificate

What Is Cl@ve?

Cl@ve (stylised with an @ — “clave” means key in Spanish) is the Spanish government’s unified digital identity system. It gives residents a way to authenticate to government portals without needing a full digital certificate installed in a browser.

The system has two main modes:

• Cl@ve PIN — Temporary codes sent by SMS or generated by an app. Valid for 10 minutes. For occasional use where you need to access a portal once and do not want to deal with certificates.
• Cl@ve Permanente — Username and password, optionally with 2FA. For regular access to government portals where you want to log in repeatedly without generating a new code each time.

Both modes give you access to a wide range of Spanish government portals. The key limitation compared to a full digital certificate is what you can do once you are logged in: Cl@ve does not allow document signing, does not support apoderamiento (delegated access for your gestor), and has limited access to DEHú notifications.

For many expats, Cl@ve is a useful bridge — you can use it while you are working through the digital certificate process, or for occasional quick queries when you are on a device that does not have your certificate installed.

2026 update: Spain began unifying Cl@ve PIN and Cl@ve Permanente into a single app-based system, Cl@ve Móvil, deployed progressively from July 2026. Logins move toward push approvals in the official Cl@ve app. Both existing modes keep working during the transition and no re-registration is needed.

Cl@ve PIN: Temporary Codes for One-Off Access

Cl@ve PIN works like a bank’s OTP (one-time password) system. When you need to access a government portal:

1. Go to the portal and select “Acceder con Cl@ve”
2. Choose Cl@ve PIN
3. Enter your NIE and date of birth to request a PIN
4. Receive the PIN via SMS to your registered mobile number
5. Enter the PIN on the portal — it is valid for 10 minutes

You can also use the official Cl@ve app (iOS and Android) to generate PINs without SMS — useful if your registered Spanish SIM is not in your current phone or if you are abroad temporarily.

Cl@ve PIN is genuinely convenient for tasks like downloading a certificate of tax residency, checking a single Seguridad Social figure, or accessing a portal you visit once every few months. For anything you do regularly, Cl@ve Permanente or the full digital certificate saves the friction of generating a new code every time.

Cl@ve Permanente: Regular Access Without a New Code Every Time

Cl@ve Permanente gives you a persistent username and password. Once set up, you log in at clave.gob.es and access portals without generating a fresh SMS code each time.

Cl@ve Permanente supports optional two-factor authentication via the Cl@ve app, which functions as an authenticator for your account. If you enable 2FA, you will need to approve logins through the app — which is a sensible precaution given that Cl@ve Permanente gives access to your tax records, social security information, and other sensitive government data.

Access level is the same as Cl@ve PIN for most portals, but without the 10-minute code expiry.

How to Register for Cl@ve

Option 1: Online Registration (With Digital Certificate)

If you already have a Spanish digital certificate installed in your browser:

1. Go to clave.gob.es → Registro
2. Select “Con certificado electrónico o DNI electrónico”
3. Your identity is verified automatically via the certificate
4. Set up your Cl@ve PIN phone number and optionally your Cl@ve Permanente credentials
5. Registration is instant — no in-person visit required

This is the fastest route if you already have the digital certificate. If you do not yet have a certificate, use Option 2 below.

Option 2: Online Pre-Registration Without a Certificate

You can pre-register online without a digital certificate, but you must then complete activation in person:

1. Go to clave.gob.es → Registro
2. Select “Sin certificado electrónico” → “Registro previo”
3. Enter your NIE, name, and email address
4. You receive a letter with an activation code at your registered address — OR you can activate in person at a registration office
5. Bring the activation code (from letter) or your NIE/passport to a registration office to complete the process

The postal letter route takes 7-10 days. The in-person activation route is faster if you are near an office.

Option 3: Full In-Person Registration

Walk into a Cl@ve registration office with your NIE/TIE and passport. The clerk will verify your identity, register you on the spot, and activate your Cl@ve account immediately. You leave with Cl@ve PIN working on your registered mobile number.

Option 4: Online Video-Identification (Added 2026)

During 2026, clave.gob.es added registration by video-identification: you verify your identity online with your NIE/TIE document and a live camera check, with no certificate and no office visit. The automatic check grants basic-level registration; the manually reviewed version grants advanced level. If you have been putting off Cl@ve because of the office queue, this is now the path of least resistance.

One correction worth making explicit: Correos does not register Cl@ve accounts. Its only role in the system is delivering the postal invitation letter used in Option 2. Registration happens online or at the official registration offices listed below.

Where to Register on the Costa del Sol

Both Agencia Tributaria offices and Seguridad Social offices are authorised Cl@ve registration points. Most allow walk-ins for Cl@ve registration, though procedures vary.

The two systems overlap significantly but are not interchangeable. Here is a practical breakdown:

Practical rule: Use Cl@ve for quick queries and checks. Use the digital certificate for anything that involves submitting, signing, or delegating. If you are doing tax returns through a gestor, you and your gestor both need digital certificates and a formal apoderamiento in place.

Cl@ve works well as a stopgap while your digital certificate is in process. Once you have the certificate, Cl@ve becomes a backup option for devices where the certificate is not installed.

Common Uses on the Costa del Sol

Your SAS Health Record and the Virtual Health Card

Since 26 March 2026, Andalucía’s health service (SAS) issues a tarjeta sanitaria virtual — a virtual health card carried in the free Salud Andalucía app and in ClicSalud+, shown as a QR code at health centres and pharmacies. The physical card remains valid alongside it. Activating the virtual card requires secure identification: a digital certificate, Cl@ve, or a QR-móvil login that itself has to be generated with one of those two. In practice, no Cl@ve and no certificate means no virtual card.

Cl@ve also unlocks ClicSalud+, the SAS online patient portal, where you can check and correct the contact details SAS holds for you. The mobile number on that record is where appointment reminders and cancellation notices (the AviSAS system) are sent, and records registered years ago often still carry a pre-Spanish-SIM number. The in-person alternative is your health centre reception desk with your TIE. In summer 2026, with most Málaga-province health centres closing at 15:00 until 11 September, the online route is frequently the only counter still open in the afternoon.

Checking Tax Status

At sede.agenciatributaria.gob.es, Cl@ve gives you access to your tax calendar, pending notifications (limited), and basic filing history. If you need to see your full fiscal history or respond to a Hacienda requirement, you will need the digital certificate or your gestor’s intervention.

Seguridad Social: Cotizaciones and Vida Laboral

At sede.seg-social.gob.es, Cl@ve lets you view your cotizaciones (contribution records), request your vida laboral (full employment and contribution history), and check your pension points. This is the most common reason expats register for Cl@ve — it is the quickest way to verify your contribution record without a full certificate.

Padron and Municipal Certificates

Most Costa del Sol municipalities (Málaga, Marbella, Fuengirola, Estepona, Benalmádena) allow you to download your empadronamiento certificate via their sede electrónica using Cl@ve. Check your specific ayuntamiento’s portal — the link is usually under “Sede Electrónica → Padrón Municipal.”

DGT: Vehicle and Driving Licence Checks

The Dirección General de Tráfico portal at sede.dgt.gob.es accepts Cl@ve for checking driving licence points, vehicle registration, and outstanding traffic fines.
